Scott S. Swanson

Mr. Swanson has more than 20 years of experience providing financial and program management services in the environmental, engineering and construction industries. He is a co-founder of TSC Group, Inc. and is responsible for the company’s controls services practice and overall corporate management activity.

As a proven leader in the development and implementation of project management and control systems, Mr. Swanson consistently demonstrates exceptional skill in the areas of scope and schedule management, change control, funds management, and strategic planning. He creates strong client relationships and has recognized strengths in effective communications and team management.

Gabriel P. Sabadell, Ph.D., P.E.

Executive Vice President / Principal

Dr. Sabadell has more than 20 years of experience providing environmental project management and litigation support services. He is a co-founder of TSC Group, Inc. and is responsible for the company’s engineering and sciences practice areas.

Dr. Sabadell provides engineering and scientific consulting services addressing environmental, hazardous waste, and water resource management issues. He has successfully overseen numerous projects for facilities located nationwide and abroad, and has been responsible for managing practice area groups and multidisciplinary project teams. Dr. Sabadell has successfully conducted remedial investigations and feasibility studies, implemented treatability studies for soil and ground-water remediation, evaluated proposed and existing remediation systems, and provided strategic planning and litigation support services to manage clients’ short- and long-term environmental risks and liabilities. Dr. Sabadell has extensive experience as a non-testifying expert and is experienced as an expert witness.

Sandra K. Moulton

Senior Project Scientist

Ms. Moulton is an environmental scientist with over ten years of experience specializing in liability assessment, insurance coverage issues, litigation support services, and remediation cost assessment and allocation. She provides strategic planning and litigation support services to manage clients’ environmental liabilities, estimates environmental response costs, evaluates hazardous material handling and disposal, provides analysis of environmental regulations, and assesses contaminant fate and transport. Ms. Moulton has also performed due diligence work and has extensive air sampling experience.

Allison M. McCormick, P.E.

Senior Project Engineer

Ms. McCormick is an environmental engineer with over nine years of experience specializing in environmental and water resources projects and litigation support. She has been a Project Engineer for both local and national projects involving remedial investigations, feasibility studies, corridor studies, environmental assessments, site characterization, cost estimating, radioactive and hazardous material handling and disposal, RCRA and CERCLA regulation analysis, contaminant sampling, hydrology, hydraulics, bridge and culvert sizing, floodplain delineation, watershed modeling, database use and design, website development, as well as field engineering services for wastewater pipeline construction projects. Her expertise includes the following software: ArcGIS, Visual MODFLOW, RACER, Access, HEC-RAS, HEC-HMS, Sanitas, and Crystal Ball.

Andrew J. Holdsworth

Senior Environmental Scientist

Mr. Holdsworth is an environmental geoscientist with over nine years experience specializing in environmental site assessments, remedial actions, and project management. He has been responsible for the management of an underground storage tank petroleum trust fund. In this capacity, he provided regulatory oversight of hundreds of leaking underground storage tank facilities and he was responsible for reviewing claims made against the trust fund, ensuring reasonable and cost effective remedial activities. In addition, Mr. Holdsworth has provided oversight and project management for in-situ remedial pilot studies and full scale in-situ projects related to petroleum hydrocarbon contaminated sites. As a member of a state regulatory revision committee, he participated in environmental policy writing and development. Mr. Holdsworth also has experience providing litigation support.
